Narcotic Control Issues

Thailand is a member of the Single Convention on Narcotic Drugs of 1961, the Convention on Psychotropic Substances of 1971, and the United Nations Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances of 1988. The Thai FDA, through the Narcotics Control Division, is obliged to follow the procedures specified in these conventions. In order to ensure that the member nations do follow these obligations, the United Nations Commission on Narcotic Drugs which comprises delegates from nation members holds annual meetings to lay down the framework for member nations and evaluates the results. Data are gathered through the statistical forms sent to member nations to fill out before the evaluation is conducted; and the member nations have to improve their control procedures on psychotropic substances and narcotic drugs.

Furthermore, since the Narcotics Control Division is responsible for the enactment of laws and orders concerning narcotics, it has to send delegates to attend the annual meetings on the cooperation among the Asia and Pacific regions in the enforcement of laws. This is the meeting among heads of the narcotics control agencies from 20 member nations in the Asia and Pacific region to assess the performances according to the UN Commission on Narcotic Drugs framework.

For the cooperation among nations in the Mekong sub-region and the United Nations International Drugs Control Programme (UNDCP) in the control of precursors and essential chemicals, the narcotics suppression and the law enforcement, the Narcotics Control Division sends its high-ranking officers, together with delegates from the Office of Narcotics Control Board and the Royal Thai Police, to attend a meeting with the delegates from those nations and the UNDCP every year. The nations in the Mekong sub-region consists of Thailand , China , Myanmar , Laos , Vietnam and Cambodia .

In the Southeast Asia region, every year the Narcotics Control Division sends its officers to attend a meeting under the agreement of ASEAN, which is supervised by the ASEAN Secretariat. The topics discussed at such a meeting cover several areas of narcotics such as law, research, drug treatment and rehabilitation, and technical cooperation.

In summary, the Division cooperates with international agencies in the following aspects:

  1. Cooperation with the member nations of the United Nations in preventing the misuse of narcotics intended for use in medical and scientific activities, by participating in annual meetings which have been held every year since 1961;

  3. Development and amendment of regulations on psychotropic substances, narcotics, precursors and inhalants;

  4. Exchange of information among the relevant local and international organizations;

  5. Investigation of suspected cases who committed offences against narcotic drug laws;

  6. Examination and surveillance of the premises of licensees according to the laws.
